Nadine Winter To Lie In Repose at Wilson Bldg. September 1, 2011 (Washington, DC) Mayor Vincent Gray and Council Chair Kwame Brown greet surviving members of the Winter family, as the body of former city councilwoman Nadine Winter arrives at the Wilson Building. Winter was elected in 1976, and was the first elected representative of Ward 6 after the District gained Home Rule. She held the seat for 16 years. Born Nadine Poole on March 3, 1924, in New Bern, N.C ., Winter died on August 26, 2011, at the age of 87.
